I'm confused. Does the dust brush move with the tone arm to dust all parts of the record as the needle makes its way through the grooves, or is it designed to sit in one place on the record to remove static?

It stays in one place (probably the brush goes in front of the needle) so it picks up any dust/static before it gets to your needle.
