I believe you need to speak to Blathers after the update to initiate the museum expansion discussion, then Redd (fox) will be there the next day.

Ours was the opposite. Had Redd and Leif this morning. Redd sold us the first piece of art and after you donated it then the expansion begins.

If you're trying to get all the bugs to terrify Blathers you can save one turnip until it rots and drop it on the ground to attract ants, leaving trash out will attract a fly too.
