Nope. It shares some tracks, different versions, but is mostly different. Same idea as in non albums singles, live radio session versions and rarities but mostly the later half of their career whereas Hatful was the earlier half. Louder than Bombs and The World Won’t Listen are mostly identical, one was for UK and the other for US, and unless you’re a completionst like me pick the one you like the look of most, don’t need both.
If one wanted to start with Morrissey, all personal characteristics aside, Bona Drag is where I’d direct them. It’s the equivalent of Hatful/Louder/World for early solo Moz and his initial run of solo singles was insanely strong.
