Exactly this. La Liga is a little bit of an easier league if they have an "off year" they could still do alright, like they did last year with the players they had. Koeman got them in a bad place and Xavi improved, so a whole season of Xavi and they'd probably easily be top 4. Chelsea had that problem of no transfers for a season under Lampard and did more than fine, but an "off year" in the Premier League and all of a sudden you're 9th. I don't think Barca would really struggle that bad to begin with.
