I listened to a few of their songs decades ago but for all intents and purposes I'm unfamiliar with them, but keen to listen. I will stream both before hand anyway, just keen to know what people think.

Both are great but I think Rocket to Russia is the better, and more classic sounding, choice. Huge fan of the band and would be in for both but already own RtR.

Rocket to Russia is generally considered along with the debut as their two best albums. Too Tough is a kind of later career renaissance album.

Rocket to Russia is in the running for their best album. Too Tough to Die is in the running for their 7th best album.

Classic VMP, really.
