I was wondering the same. Discogs started charging tax as well for non-international orders.
Blame it on the U.S. Supreme Court. South Dakota v. Wayfair, Inc., 138 S.Ct. 2080 (2018). States are now allowed to require sales tax collection if the seller has a certain amount of sales into that state (typically around $100,000 or 200 sales). VMP just needs to be more transparent about charging sales tax nationwide.

On the tax, everywhere is doing it now as a result of the case cited above. At this point, if you're American you should just assume you'll be paying tax online with any domestic site.

This is why Bullmoose, Plaid Room, and other independant record stores with an online presence have become even more appealing. Havent run into many of these outside my home state that charge tax (yet).
 
I realize there is no consistency however....

I have two exclusives that are marked "going out with your next shipment" and my ROTM is marked 5-7 business days. In theory those will come with that shipment, or the next?

If it's marked "going out with your next shipment", it should be included in your ROTM shipment that's about to go out. I think the only hold up would be if your ROTM are already packed up. That said, you should've or would've already gotten a ship notice where they generate the label for your shipment but not actually sent it out yet. We'll see if that's the case as I bought Sonny Collins yesterday so we'll see if it's in my box that's yet to go out.
