i have tried to register new accounts on various pcs and my phone and get through the registration/captcha process without issue, including getting the checkmark in the 'i am human' box after completing the (all ridiculous) captcha games - it's only after clicking register does the 'oops' message come up.

i would say that, yes, this is why we haven't had a new registration since september. did anything change with the process then?

Nothing's changed. I'm still troubleshooting what is going on.
 
I can't figure out why it doesn't work and why it stopped working. Nothings change, everything set up correctly. There were posts about another Captcha service around September no longer working with XenForo, however it wasn't the hCaptcha service we were using.

I just switched us to Cloudflare Turnstile. Just finished setting up the account and configuring that service. Please test registration again to see if you can get through and everything is working. I'm hoping there isn't a larger issue.
