It's kind of weird. When it was in France in 2016 (what a brilliant competition it was btw), fans could apply to buy tickets for all the group matchs and then pre-buy tickets for quarters, semis and final. Then, you'd have your tickets only if the team you support goes through the different stages. My brother was at the Stade de France to see the final.

That’s kind of the normal from what I know. I think there are some sold as one off and a portion sold like you said. I had a friend who used to go to tournaments with England and a few lads from work went to Euros 12 and 16 with Ireland and it was the same as that.
