They could refuse to sell it if the price tag was erroneous in many states. It's less likely to happen at a big store like Target, and mostly came because of shit like "buy two 2L of Dr Pepper for $5" shit at gas stations where they'd ring you up at $8 saying the deal expired or w/e.
