NY has never been big for free agents either to be honest. The Knicks bring his favorite team as a kid will always give me a glimmer of hope that he could end up here...but...It's not so much keeping him as it is attracting other good players that want to come to Dallas so that Luka will want to stay. Ultimately, I see him going somewhere else that doesn't have those issues like a Miami, New York, or LA. Free agents just have never been big on Dallas.
