If anything, the fact that it's a special election in January will be the thing to keep low-information voters away. "Wait, didn't I just vote for this guy in November? I have to do it again? Why? Ehhhhh, maybe I'll get to it."
But I think you're also seeing that the right is going to paint this election as the only way to "save" the Senate, and there will be a big appetite to show up and defeat the Democratic machine from stealing two MORE spots. My prediction is for turnout along the lines of Doug Jones vs. Roy Moore. Moore was a spectacularly bad candidate, it was a special election, and it still took Herculean efforts to get Jones over the top by less than 2% of the vote. We underestimate how much money and rhetoric is going to flood Georgia over the next two months at our peril.
This is the scary thing though...if a competent "Trump" comes along, a LOT has been learned in the past 4 years on how much they can get away with. As of now it would seem that trumps legal team did not do a good enough job to really carry out lawsuits that cast the results into doubt long enough and it would need a lot of involvement from state legislatures and executives in ,ore than one contested state. Given how not too many GOPs seem to come out openly supporting trumps claims that seems like an uphill battle. Even Mike Pence seems to be completly MIA.

The only reason why Trump largely failed to enact a lot of policies came down to no lawyers being willing to work with him because of how he has stiffed lawyers his entire life. And a large number of the policies he tried to enact were shot down from the courts mostly because of technicalities and Trump tweeting stupid shit that contradicted their positions....not because the policies themselves were illegal or unconstitutional. Most competent lawyers want nothing to do with Trump, which is why he has Rudy Ghouliani out there spitting at cameras and sticking his hand down his pants. Also, largely, Trump just didn't give a shit and probably didn't even want to be president. Most of them are not particularly competent though luckily. There are lots of loopholes that could be worked around and as we have seen in this election, almost half of America doesn't care. Nobody cared that McConnell refuses to even have a vote on most legislation that would benefit a large majority of Americans. Their messaging is effective unlike the Democrats but a large majority of the Republican senators are not particularly smart.As it stands, there are a lot of those people in government today, they just get diverted into the Senate because of some combination of popularity ceilings and a lack of term limits.
